The Challenge: Outdated Systems Leading to Inefficiencies  

Managing water, sewer, and stormwater systems for over 51,000 residents is no small task, and for the City of La Crosse, outdated processes were creating major roadblocks. The city’s locate operations relied on a fax-to-email-to-automatic-print system that had been in place for years but was rapidly becoming inoperable Tickets had to be physically printed, which not only wasted time but also increased the risk of emergency requests being overlooked. 

According to the latest DIRT (Damage Information Reporting Tool) report from the Common Ground Alliance (CGA), excavators face a coin-flip—50-50 odds—of being able to legally start their work on time due to untimely utility locates. These delays not only disrupt project timelines but also create a domino effect of inefficiencies across multiple industries.

ESA Town Halls are open forums to discuss concerns and present potential solutions for improving damage prevention and excavation safety. The discussion centered around the Infrastructure Bill’s effects on the damage prevention industry.
